According to Malcolm Gladwell, author of Tipping Point, Blink, and Outliers, there’s a rule of thumb you can reference when determining whether or not you’re dealing with an expert: it’s called the 10,000 hour rule and it’s outlined in Gladwell’s book Outliers.
